The confrontation of society-state coalitions: Native forest protection policy in Argentina (2004-2015)

Abstract

This article examines how state and social actors from different government levels interact and bear upon the formulation of the native forest protection legislation in Argentina between 2004 and 2015. The formulation of the native forest legislation went through three phases: 1) approval of national legislation, 2) adaptation of provincial legislation, and 3) revision of provincial legislation by the national government. The article shows that the legislation process and its result are driven by the confrontation between two large society-state coalitions (protectionist versus productivist), which come from the crossing of concrete distributive conflicts and opposing state agencies.
