Public Policy Adoption in Multilevel Government Contexts: Explaining Provincial Responses to Covid-19 in Argentina

Abstract

How were public policy responses to the Covid-19 pandemic at the subnational level in Argentina? Why have these responses varied across provinces and over time? By using panel data and the University of Miami’s Public Policy Adoption Index (PPAI) as the dependent variable, this paper identifies the determinants of subnational responses. The statistical analysis suggests that these responses were influenced by epidemiological factors (number of Covid-19 cases), sociodemographic factors (relative size of the at-risk population), socioeconomic factors (economic development), and political factors (alignment with the national government), which is consistent with previous studies. Additionally, this study introduces a new variable to the literature on public policy responses to the pandemic: employment structure.
