The objective of this paper is to propose a theoretical-methodological approach to the concept of internationalization of public policies. From a marxist perspective, and from the critical recovery of conceptual contributions from the mainstream, the main theoretical elements that define this concept and its main implications for the concrete study of public policies are exposed and synthesized. Based on this objective, the proposal of the internationalization of public policies is presented within the broader process of internationalization of the state, and then developed in its different aspects. The work ends with the systematization of the main theoretical methodological criteria for the analysis of public policies that emerge from the theoretical proposal presented.
