Legislative Activity and Territory in Argentina: the Presentation of Bills in the Chamber of Deputies (2020-2021)

Abstract

The paper studies the territorial dimension of legislative activity, considering the bills presented by the Argentine Diputados Chamber in 2020 and 2021 in seventeen committees. A quantitative analysis identifies and classifies territorial bills: the ones concerning issues that affect a given district in particular. We show there are different types of territorial bills in addition to the well-known “local interest” declarations, such as the “national capitals” claiming. Regarding the elements that influence territorial bills’ magnitude and type, we show the role of legislative committees and mainly the incidence of legislators’ political position at subnational and national level —in a Congress crossed by multilevel politics—. The exceptional period of the covid19 pandemic highlights and illustrates our findings.
