The 2017 primaries in the Province of Buenos Aires: The provisional count explained

Abstract

This year, for the first time in history, in the primaries of the province of Buenos Aires the final count of a national election was different from the trend marked by the provisional count. Can this discrepancy be attributed to the narrow difference between the two most voted lists (20 thousand votes out of 9.5 million) or did it result from an imprecise or intentionally biased count? (...) We found that: 1) the provisional count was exhaustive and precise; 2) there was a bias in the arrival times of the telegrams to the data center and; 3) this bias does not seem intentional, since it corresponds to features of local competition, electoral logistics and the electorate that voted at each voting poll.
