Towards an assessment of the scope of citizenship in Rio Negro province in the post-2001 period

Citizenship implies that certain rights are available for the members of a community. That the scope of those rights covers the complete territory of one State is the basic condition of democracy. In spite of that, in heterogeneous societies where persist strong inequalities, the scope of those rights along all the territory and across all social groups, become very hard to accomplish. In Argentina, after the 2001 crises and during the post-convertibility process, the economic recovery allowed the implementation of social politics in order to spread the scope of citizenship. (...) The aim of this work is to contribute to a better understanding of the real working of the Argentinean citizenship. The main goal is to analyze the scope of citizenship along all the territory and across all social groups of Río Negro province, describing the change and continuities in the post-2001 period. In order to describe the scope of citizenship regarding with education, health, unsatisfied basic needs, and discrimination we gathered all the available information of several public sources.
