The purpose of this work is to describe and understand the contexts in which disputes emerge over the hegemonic meanings of human rights discourses. With the arrival of Cambiemos government´s (2015-2019), the meaning of the discourse established until then began to be disputed. It is argued that the existence of a context of high political polarization together with the positioning in the state and media agenda of alternative elements to those that characterize the hegemonic discourse, are presented as possible factors that affect this process. In order to carry out the proposed objective, a corpus was formed and analyzed from the speeches of different actors, official communications, management reports, and three relevant facts on the matter were analyzed.
