Abstract

This article analyses Executive-Legislative relations in the City of Buenos Aires during the time of its first Legislature (1997-2000). The main objectives are: a) to study the Legislature through its legislative production; b) to explore the dynamic of the political competition; and c) to identify the thematic areas that concentrate most of the attention and those that generates most of the conflicts. The results of this research show that the Legislature played an important roll and that the cooperation between the branches of the government was less than expected. The thematic analysis of the laws show: a) a bigger dispersion in the subjects prioritized by the Legislature; and b) that the “little laws” were not exclusively initiated by legislators.
