Abstract

Poverty is a little homogeneous and diverse phenomenon, though the formulation and implementation of public policies in Latin America have not been sufficiently aware of this fact. The social question has also been object of public intervention strategies, but its effects have not been the expected. A recovery of the “universal” character has been captivating the convictions of specialists and decision makers. It is about returning to appreciate the role of the centre in descentralization processes, of recuperating iniciative and public control. After the crisis of 2001, Argentina has posed news in the formulation and implementation of its social policies. However, the debate about universality, effectiveness and equity distribution is still in force.
